The U.S. Navy Talent Pipeline Program (TPP) is a nationally recognized supplier development initiative that helps manufacturers and defense industrial base employers improve their ability to recruit, hire, onboard, and retain talent. Through a proven framework, participating employers learn best practices from industry peers, receive coaching and support, and implement systems that strengthen their workforce while improving business performance.
TPP is built on the principle of “Hire for Fit, Train for Skill” and brings employers together to share strategies, measure results, and create a stronger talent pipeline for the nation’s industrial base. Vince Jordan
Chief of Workforce Success Initiatives, TMG
Vince Jordan is an organizational strategist with more than 20 years of experience helping leaders and teams grow, adapt, and do their best work. He rejoined TMG in October 2021 after a decade away, bringing fresh perspective from his time leading leadership and organizational development at Huntington Ingalls Industries – Newport News Shipbuilding. There, Vince partnered with a 2,000+ member leadership team to design practical learning experiences that supported emerging leaders and new frontline supervisors while strengthening the company’s leadership culture.
From 2022 to 2024, Vince served as the Pittsburgh Flag Leader for the TMG-led U.S. Navy Talent Pipeline Program, where he helped connect local workforce development efforts to broader national defense priorities. In June 2025, he stepped into an expanded role as Enterprise Flag Lead, New Flag Planter, and National Facilitator Coordinator—supporting program growth across key employer segments and helping prepare the next wave of regional expansion. Today, the Talent Pipeline Program spans six strategic regions nationwide, focused on helping employers build a strong, sustainable workforce for the Maritime Industrial Base.
Vince is also a retired U.S. Navy Chief Warrant Officer, with 20 years of service in signals intelligence and information warfare. His career took him around the world—at sea, in the air, and on shore—supporting missions ranging from tactical operations to strategic planning.
He holds a Bachelor of Science in Workforce Education and Development from Southern Illinois University. Vince and his wife, Carol, live in Smithfield, Virginia, where they enjoy the quiet of country life.
