Since 2021, America’s Talent Pipeline Program has helped manufacturers strengthen how they attract, hire, develop, and retain the skilled workforce needed to grow. Today, more than 600 participating manufacturers are using the program to improve their talent systems, strengthen business performance, and expand their capacity. While ATPP maintains a strong focus on Department of War suppliers, it also supports manufacturers across the country—including companies seeking to enter or expand within the Defense Industrial Base.

Winning the war for talent requires more than filling open positions. It requires stronger talent systems, better business practices, and workplaces where people can succeed and choose to stay.
America’s Talent Pipeline Program does more than explain what effective talent practices look like. Through a proven, employer-led approach, the program works directly with participating manufacturers to assess their current practices, identify workforce challenges, and implement practical tools and solutions. Employers receive hands-on support to strengthen how they recruit, select, onboard, develop, engage, and retain their workforce. The program also connects employers with workforce partners, educators, and community organizations that can help address their specific talent needs.
In this webinar, participants will learn how America’s Talent Pipeline Program helps employers build and implement stronger talent systems that reduce workforce instability, improve productivity, support business growth, and increase manufacturing capacity. The discussion will also explore how stronger manufacturers—whether or not they currently support defense programs—contribute to a more resilient American manufacturing base and strengthen the nation’s ability to meet critical industrial and national defense needs.

Vince Jordan
Director of Talent Pipelines
Vince Jordan is an organizational strategist, facilitator, and leadership development professional with more than 20 years of experience helping organizations strengthen leaders, improve performance, and build the systems needed to sustain both. His work sits at the intersection of leadership, workforce development, organizational performance, and change—helping organizations move from identifying challenges to building practical solutions they can own and sustain.
Vince rejoined TMG in 2021 after previously serving with the company earlier in his career. Prior to returning, he spent nearly a decade with Huntington Ingalls Industries – Newport News Shipbuilding, where he led leadership and organizational development initiatives within one of the nation’s largest industrial workforces. There, he partnered across a leadership population of more than 2,000 leaders to develop practical learning and development experiences for emerging leaders, frontline supervisors, and managers while supporting broader efforts to strengthen leadership culture and organizational performance.
Since returning to TMG, Vince has played a key role in the Talent Pipeline Program (TPP), an employer-centered workforce development initiative supporting the American Manufacturing Industrial Base. From 2022 to 2024, he served as the Pittsburgh Flag Leader, helping employers strengthen their ability to attract, develop, and retain the workforce needed to support the defense industrial base. He now serves as Enterprise Flag Lead, New Flag Planter, and National Facilitator Coordinator, supporting major employers, regional expansion efforts, and facilitators across the national program.
Beyond TPP, Vince works directly with organizations to diagnose performance challenges, strengthen leadership systems, and translate strategy into practical action. His approach emphasizes facilitation over traditional consulting—working alongside leaders and teams to build internal capability, establish greater clarity and accountability, and create solutions that remain effective after the engagement ends.
Vince is also a retired U.S. Navy Chief Warrant Officer with 20 years of service in signals intelligence and information warfare. His military career included assignments at sea, in the air, and ashore, supporting missions ranging from tactical operations to strategic planning. That experience continues to shape his approach to leadership, organizational effectiveness, and developing teams capable of operating in complex environments.
He holds a Bachelor of Science in Workforce Education and Development from Southern Illinois University. Vince and his wife, Carol, live in Barnesville, Georgia.
